It does not; shield regulators have that purpose. They're low-slot mods. Rechargers increase repair per pulse.

The only one with a correct profile is the blaster. Railguns deal blaster damage and missiles still have the old 135/70 damage profile. Actually fixing the missiles to deal a sensible damage profile would go miles to improving their versatility .
